Cezary Stypułkowski studiował na Uniwersytecie Warszawskim, gdzie uzyskał tytuł doktora nauk prawnych. W późnych latach osiemdziesiątych, jako stypendysta Fullbrighta, studiował na Business School uniwersytetu Columbia w Nowym Jorku.
Przez trzynaście lat kierował zarządem Banku Handlowego, czyniąc go w tamtym czasie liderem bankowości korporacyjnej i inwestycyjnej.
Następnie, w 2003 r. został powołany na stanowisko prezesa zarządu Grupy PZU. Przez trzy lata skutecznie zarządzał tą organizacją wraz ze współpracownikami, czego efektem było potrojenie jej wyniku netto oraz wyceny.
W latach 2006–2010 pracował w J.P. Morgan w Londynie, gdzie od 2007 r. był dyrektorem zarządzającym J.P. Morgan Investment Bank na Europę Środkową i Wschodnią.
Od października 2010 r. zarządza mBankiem.
Cezary Stypułkowski od 2012 r. jest współprzewodniczącym Emerging Markets Advisory Council przy IIF w Waszyngtonie. Był także członkiem Międzynarodowej Rady Doradczej zarządu Deutsche Banku, Międzynarodowej Rady Doradczej INSEAD oraz Geneva Association.

Cezary Stypułkowski holds a Ph.D. in law from the University of Warsaw. In late 1980s, he studied at Columbia University Business School in New York as a member of the Fulbright Program.
He chaired the management board of Bank Handlowy for thirteen years, made it the leader of corporate and investment banking at that time.
In 2003 Cezary Stypułkowski was appointed as president of the management board of PZU Group. He successfully managed the organisation with his colleagues for three years. The net result and the valuation of the group trebled as a consequence.
From 2006 to 2010 he worked for J.P Morgan in London, from 2007 as managing director of J.P. Morgan Investment Bank in Central and Eastern Europe.
Since October 2010 Cezary Stypułkowski manages mBank.
From 2012 Cezary Stypułkowski has been a joint chairman of the Emerging Markets Advisory Council of the IIF in Washington. He was also a member of the Deutsche Bank Board International Advisory Board, INSEAD International Advisory Board, a member of the board of the Institute of International Finance in Washington and the Geneva Association.
